ResQ represented at this year's HSE Conference

Vice President for Risk Management Heino Blanckaert represented ResQ.

The Norwegian Petroleum industry’s HSE Conference took place in Stavanger on 10th and 11th of February. The yearly conference brings together representatives from both suppliers and operating companies. This year’s theme was “How can cost reduction increase effectiveness of HSE efforts?”.
Vice President for Risk Management Heino Blanckaert represented ResQ. The title of his presentation was “NCS passed 40 and somewhat oversized. How to lose weight sensibly? Strict diet, or change of lifestyle?”.
Heino’s key message was that there is no single and easy solution to increase effectiveness of HSE efforts. The industry needs to take several measures that will have a long term effect. To be able to identify these, it is essential that the industry improves its organizational learning. This applies to obtaining new insights both from internal resources as well as external sources. Examples of external sources are other industries that are used to handling tough HSE requirements in industry-sectors with generally lower margins.
Heino also pointed to three challenging areas, where improvements can have a positive effect, not only on the effectiveness of operations, but also on HSE performance:
  • The quality of decision making in early stages of developments (projects)
  • Risk based approach to follow-up of all contractors and suppliers in projects
  • Documentation requirements
 Heino presented examples from private life, to show that simple solutions do not always lead to long term��change (improvement). It is not a given that people will be open for and accept new solutions to solve problems. A culture for learning needs to be developed and must be fostered.
